Аннотация
В статье автор сопоставляет опыт Европейского союза и латиноамериканских стран (Венесуэла, Боливия, Эквадор) по формированию механизма нормативной силы. Делается попытка проследить ее эволюцию и спад. В работе используются материалы опросов, проведенных автором в Боливии в декабре 2014 г.
