Abstract
The principal objective of the postwar Allied occupation of Germany became the transformation of the country so that it eventually could return to the European “concert of powers” as an independent player. To this end, the Allies had to take a few steps: to choose a new vector of development of Germany, to agree among themselves, to get approval of the Germans to this development and to realize the intended practice. All of these actions, it was decided to carry out as part of the occupation regime.
