- Abstract
League of Nations Mandates System was one of the unique international legal innovations of the Versailles-Washington system. However, the formation of the system was delayed for a long time and was finished only in 1923 - 1924. The article examines the circumstances of the formation of this system and analyzes the international context of the process.
