Abstract
The article is devoted to the problem of loyalist's migration and its influence on the British colonial policy. The main tasks was the studying of innovations in management of Quebec after War for independence, revealing conditions of acceptance of the Constitutional act 1791, an estimation of efficiency of the developed political decisions.
