Аннотация
Организация американских государств (ОАГ) представляет собой типичную международную организацию и вместе с тем является уникальной структурой многосторонней дипломатии. Этот парадокс объясняется искусственным характером ОАГ и всего класса международных межправительственных организаций, к которому она принадлежит. Применяемый в статье историко-социологический подход позволяет объяснить, каким образом ОАГ эволюционировала из инструмента обеспечения региональной безопасности к механизму поддержки демокра- тии. Она обладает рядом качеств, которыми ее наделили государства - члены ОАГ и люди, работающие в ней. Организация развивается и в то же время старается сохраниться как отдельный социетальный и политический элемент международной системы.
